Clinical Engineering Director

We are seeking a highly skilled and experienced Clinical Engineering Director to oversee and manage all aspects of clinical engineering services at Istituti Ospedalieri Bergamaschi in Basra, Iraq. The Clinical Engineering Director will ensure that all medical equipment is maintained, safe, and fully operational to support the delivery of high-quality patient care. This leadership role is essential for driving the strategic and operational effectiveness of the hospital's biomedical and clinical technology infrastructure.

 

Key Responsibilities

Strategic Leadership and Management:

  • Lead the Clinical Engineering department, developing and implementing strategic plans for the management and maintenance of medical equipment and clinical technology.
  • Align the department's activities with the hospital's strategic goals, ensuring that all technology and equipment enhance patient care, safety, and operational efficiency.
  • Collaborate with hospital leadership to plan for the acquisition, installation, and upgrade of medical equipment and technology to meet current and future clinical needs.
  • Oversee the development and implementation of policies and procedures related to the maintenance, calibration, and repair of medical devices and clinical technology, ensuring adherence to international standards.

Medical Equipment Management:

  • Manage the inventory of all clinical and biomedical equipment, ensuring that the hospital has the necessary tools to deliver high-quality care.
  • Ensure that all medical equipment is regularly inspected, maintained, and calibrated according to manufacturer specifications, regulatory requirements, and hospital policies.
  • Develop and oversee a comprehensive preventive maintenance program for all medical devices, minimizing equipment downtime and ensuring operational readiness.
  • Ensure the safe and efficient operation of all clinical technology, including diagnostic, therapeutic, and monitoring devices used throughout the hospital.

Compliance and Safety:

  • Ensure full compliance with local, national, and international regulations related to medical devices and healthcare technology management, including ISO and Joint Commission International (JCI) standards.
  • Implement and oversee risk management programs for medical devices, focusing on patient safety, device reliability, and risk mitigation.
  • Lead regular audits and inspections of medical equipment and technology, identifying and addressing any areas of non-compliance or operational inefficiencies.
  • Collaborate with the hospital's safety and quality teams to develop and implement safety protocols for the use of medical equipment.

Budget and Resource Management:

  • Develop and manage the clinical engineering department’s budget, ensuring cost-effective allocation of resources for equipment acquisition, maintenance, and repairs.
  • Identify opportunities for cost savings through efficient procurement strategies, vendor negotiations, and the optimization of maintenance and repair processes.
  • Oversee capital planning for the procurement and replacement of medical equipment, ensuring that investments align with the hospital's strategic objectives and patient care needs.
  • Coordinate with the procurement and finance teams to ensure the efficient sourcing and purchasing of medical devices, equipment, and service contracts.

Vendor and Service Management:

  • Manage relationships with medical device manufacturers, service providers, and external vendors, ensuring timely delivery of equipment and services.
  • Negotiate contracts and service agreements with vendors, ensuring competitive pricing and high-quality service delivery.
  • Oversee vendor performance, including the quality of maintenance and repair services, and hold vendors accountable to agreed service-level agreements (SLAs).
  • Ensure that vendors adhere to the hospital's policies and international best practices for equipment installation, servicing, and repair.

Team Leadership and Development:

  • Lead, mentor, and develop a team of biomedical engineers, technicians, and support staff, ensuring they have the necessary skills and training to maintain hospital equipment effectively.
  • Foster a culture of innovation, safety, and continuous improvement within the Clinical Engineering department.
  • Promote professional development and provide ongoing training opportunities for staff to stay up-to-date with the latest advancements in clinical engineering and healthcare technology.

Collaboration and Stakeholder Engagement:

  • Collaborate with clinical departments, including surgery, radiology, and critical care, to ensure that medical equipment meets the operational needs of healthcare providers.
  • Act as a liaison between clinical staff, hospital administration, and the Clinical Engineering department to resolve equipment-related issues and ensure smooth operations.
  • Participate in hospital-wide committees and decision-making processes related to technology management, patient safety, and quality improvement initiatives.

 

Qualifications

  • Bachelor’s degree in Biomedical Engineering, Clinical Engineering, or a related field; a Master’s degree in Engineering or Healthcare Management is preferred.
  • Minimum of 7-10 years of experience in clinical engineering, with at least 5 years in a leadership or management role within a hospital or healthcare environment.
  • Strong understanding of medical device technology, healthcare regulations, and accreditation standards, including JCI and ISO certifications.

 

Preferred Skills

  • Fluency in both Arabic and English (speaking, reading, and writing) is essential for effective communication with staff, vendors, and stakeholders.
  • Excellent leadership and people management skills, with the ability to inspire and guide teams toward achieving departmental goals.
  • In-depth knowledge of healthcare technology management, including maintenance, calibration, and risk management of medical devices.
  • Strong problem-solving and decision-making skills, with the ability to manage complex technical and operational challenges in a healthcare setting.
  • Financial acumen, with experience managing budgets, procurement processes, and vendor contracts in the context of clinical engineering.
  • Strong collaboration and communication skills, with the ability to engage effectively with clinical staff, hospital leadership, and external vendors.
