Chief Medical Officer (CMO) (Najaf or Basra based)
We are seeking an experienced Chief Medical Officer to lead the clinical management of the hospital at either Policlinico San Donato branch in Najaf, Iraq, or Istituti Ospedalieri Bergamaschi branch in Basra, Iraq.
This role requires strong leadership and decision-making skills to ensure high-quality, patient-centered care while aligning the hospital's clinical operations with its strategic goals.
The role of Chief Medical Officer
The Chief Medical Officer will oversee medical, surgical, and care activities, ensuring optimal performance across all departments.
Key responsibilities include driving technical specialization, enhancing service quality, and improving the efficiency of Clinical Operating Units and Special Services.
The role also involves implementing clinical guidelines, ensuring compliance with healthcare regulations, and fostering continuous improvement in patient outcomes, staff performance, and operational efficiency while collaborating with multiple departments and stakeholders.
Key Responsibilities:
- Coordinate medical, surgical and care activities.
- Oversight of the Hospital's clinical management.
- Ensure the achievement of the objectives:
- High technical specialization
- Quality of service
- The efficiency of the Clinical Operating Units and Special Services of the Hospital
- Pursuing the strategy of the company.
- Provide, monitor and implement clinical guidelines.
- Comply with the legal obligations.
- Coordinate the medical and assistance activities that constitute the mission of the Hospital, overseeing the clinical management of the Operating Units with:
- Guidance and coordination tasks
- Functional supervision and control of health standards
- Operational support
- Responsibility for the effectiveness of the Clinical management dept and the Health and Safety.
- Ensure the achievement of the objectives of specialization, integration, quality of service and efficiency of the Hospital's operating units.
- Ensure the implementation of the strategic guidelines through:
- Standardization of activities, adequacy, and updating of profiles and care plans, supervision of adherence to guidelines and implementation
- Coordination of clinical management processes, optimization of the centralized management of care resources, accessibility and timely availability of common resources by the Operating Units
- Availability and service capacity of clinical programming and scheduling of diagnostic and therapeutic services
- Definition of shortages, replacements, evaluation, and control management of the hospitals (spaces, premises, furnishings, plants, and equipment) and the related investment proposals
- Coordination with the HR Department for defining the objectives, tasks, and privileges of medical and technical and assistance staff; determining the quantitative and qualitative adequacy of the hospital staff; the quality of the selection, training and evaluation processes
- Manage the relationships with the Hospital's visiting consultants
- Responsible for the availability, management, and correct, complete and timely communication of data and clinical documentation by the Operating Units, through the appropriate use of the Hospital's IT and information systems.
- Encourage multidisciplinary integration within the Hospital, promoting synergistic relationships of individual specialties and contributing to coordinating diagnostic approaches, educational programs, and interdisciplinary research projects.
- Ensure the orientation of the Units and centralized services to the total quality system, using customer satisfaction monitoring and taking care of implementing programs to improve the quality of the processes and services provided.
- Contribute to defining and controlling the objectives and budget optimization of the units.
- Comply with legal and medical obligations on:
- The regulations in force regarding worker safety and protection
- Management and storage of the clinical data and analytics
- Administrative patient data management (hospitalization and outpatient activities).
- Ensure that the Hospital achieves and maintains national and international quality accreditation.
- Promotes the search for clinical excellence and the adoption of international clinical guidelines at departments.
- Exercise surveillance over the mortuary service.
Qualifications:
- Medical degree. Master’s degree in Business Administration (MBA) or Health Administration (MHA) is preferred.
- 10+ years of experience in clinical management or healthcare leadership.
- Proven expertise in managing clinical operations, driving technical specialization, and ensuring service quality.
- Advanced knowledge of Iraqi healthcare regulations and international patient safety standards.
- Fluency in both English and Arabic (written and spoken) is mandatory.
Preferred Skills:
- Exceptional interpersonal and communication skills to effectively manage a diverse team and engage with patients and stakeholders.
- Proven experience with budget management in a healthcare setting.
- In-depth knowledge of patient safety standards and quality improvement initiatives.
- Demonstrated ability to effectively manage resources, including optimizing medical supplies and staffing, particularly in environments with potential resource constraints or supply chain challenges.
- Strong adaptability and leadership capabilities, with excellent organizational skills and advanced problem-solving abilities to navigate complex, high-pressure healthcare environments while driving continuous improvement.
